The VA is likely going to announce the final rules changes in early 2016. Though these final rules have not yet been released it is common consensus that there will be a 3 look back for transfer of assess without value. (See rules change proposal) Because of these changes that are likely going to be adopted be the Veterans Administration in early 2016, Veterans Pension and Governmental Benefits (Medicaid) Pre-Planning is becoming more and more important. Without proper planning this VA benefit along with other benefits may not be available to you or your loved one in the future.
See www.VeteranPension.com, there you can gain insight to planning strategies that you should consider, now. Planning strategies that will help you qualify for tax free benefits in the future. Without this planning you could find yourself with a three year wait before you can even apply with up to a ten year penalty, if filed prematurely.
The Veterans Pension or VA Aid and Attendance Program is available to wartime veterans and their survivors. A veteran can receive up to $2021 per month, "Tax Free" to help pay for care such as home health care, assisted living and nursing home costs. See Here for details
The reason for the need of assistance does not have to be service connected. And the medical and financial requirements are not a stringent as with other governmental programs like Medicaid. So if you or a loved one requires assistance with two activities of daily living such as bathing, dressing, eating, toileting and transferring, see qualification requirement. This veterans benefit the Aid & Attendance Benefit program may be available to help pay for the high cost of long term care.
As the cost of extended care can be financially devastating, we believe that the VA Pension with Aid and Attendance was passed and funded by Congress with the intention not only to honor our veterans but also to preserve their dignity when they are in need of care. We believe that even though a veteran or surviving spouse’s income or assets may be too high based on Title 38 requirements to qualify for pension benefits, this can change instantly when a veteran slips and falls in the shower.  Therefore, we have trained professional agents in most states in the US, who can reach out to potential claimants and their families to develop a plan that will allow them to extend their assets so that they will qualify and preserve their assets so as their cost of care increases they will not run out of funds. These professionals have been carefully screened and their activities are consistently monitored.
